The common failure is not weak work. It is a project whose materials describe a film while the funder is asking about a plan.
Typical structural gaps: a finance plan with no identified first money, a budget that does not match the stated schedule, a territory strategy assumed rather than evidenced, or an application submitted a cycle too early.
None of these are creative problems, and none are solved by another draft. They are solved by sequencing — deciding what must be true before each approach is made.
The useful question is not whether the film is good. It is which single missing element is currently blocking every route, and what it would take to resolve it.
